A flashing engine-management light is more urgent than a steady amber light. It can indicate an active fault such as a severe misfire that may overheat or damage the catalytic converter.
During a severe misfire, unburnt fuel can enter the exhaust. That can overheat the catalytic converter and create additional damage. A steady light can represent many lower-urgency emissions faults, whereas flashing is intended to draw attention to a more active problem.
